QUEZON CITY, July 5, 2025 — Nangako si reelected Leyte 1st District Representative Ferdinand Martin G. Romualdez na isusulong niya sa pagbubukas ng 20th Congress ngayong Hulyo ang mga panukalang batas na tutulong sa bansa na maabot ang upper-middle income country (UMIC) status sa loob ng 2025 o 2026.

Base sa datos ng World Bank, ang gross national income (GNI) per capita ng Pilipinas ay nasa USD 4,470 nitong 2024—konting-konti na lang sa UMIC threshold na USD 4,496. Ayon kay Finance Secretary Ralph Recto, posible nang maabot ito by the end of this year or early next year.

“I will espouse legislative priorities that would help sustain this momentum,” ani Romualdez, dating Speaker ng 19th Congress. “Our goal is to create a policy environment that supports job creation, raises incomes, and ensures that economic gains are felt across all sectors of society.”

Legislative Focus ng 20th Congress

Ayon kay Romualdez, ang 20th Congress ay dapat tutok sa mga panukala na:

• Magpapalago ng inclusive economy

• Magpapa-improve ng public services

• Magsusuporta sa investments sa infrastructure, digitalization, at human capital

• Magpapalakas ng food security at access sa health care at education

• Magpapatuloy ng Build Better More (BBM) program

“In support of President Ferdinand Marcos Jr.’s vision for a Bagong Pilipinas, I and our allies in the House would work to ensure every law we pass brings us closer to an economy that works for all Filipinos,” dagdag niya.

RICE Bill: Isa sa mga Unang Panukala

Sa unang araw pa lang ng 20th Congress (June 30), isinulong na ni Romualdez ang House Bill No. 1 o ang Rice Industry and Consumer Empowerment (RICE) Act, na layong ibalik ang regulatory powers ng National Food Authority (NFA) para ma-stabilize ang presyo ng bigas at tulungan ang mga magsasaka. Kasama niya rito ang anak na si Rep. Andrew Julian Romualdez at mga kasamahan sa Tingog Party-list.

Isinunod din niya ang panukalang batas na susuporta sa pagpapatuloy ng ₱20 per kilo rice subsidy na priority program ng kasalukuyang administrasyon.

Trabaho, Badyet, at Ekonomiya

Binanggit din ni Romualdez ang kahalagahan ng 2026 national budget na may proposed amount na ₱6.793 trillion. Ayon sa kanya, dapat ay maging strategic tool ito sa pag-abot ng medium-term development goals ng bansa.

“We want the national budget to reflect our shared goals of lifting more Filipinos out of poverty, closing inequality gaps, and making government services more efficient and accessible,” sabi niya.

Dagdag pa niya, ang maayos na paggasta ng gobyerno ay nakakatulong sa:

• Pagpapalakas ng domestic demand

• Pagprotekta sa purchasing power ng mga low-income communities

• Pagpapatatag ng ekonomiya sa rural areas

“Sound budgeting and responsible legislation go hand in hand. The House is committed to supporting the executive’s fiscal roadmap and ensuring that resources are directed toward inclusive and sustainable development,” dagdag niya.

Pagtutulungan ng Kongreso at Ehekutibo

Bilang pangulo ng Lakas-CMD, ang pinakamalaking political bloc sa Mababang Kapulungan, kampante si Romualdez na may sapat na suporta para maisulong ang mga ito.

“Achieving upper-middle income status is a meaningful milestone, but more important is ensuring that growth leads to tangible improvements in the lives of our people,” ani Romualdez.

“We are committed to legislation that enables broad-based progress and economic security for all Filipinos.”
