MANILA — Kinumpirma ng Office of the Ombudsman na si kontrobersyal na kontraktor Cezarah “Sarah” Discaya ay nananatili pa rin sa bansa at kasalukuyang “under surveillance” matapos masangkot sa umano’y ₱96.5-milyong ghost flood control project sa Davao Occidental.

Ayon kay Assistant Ombudsman Mico Clavano, “Discaya is still in the Philippines and is under surveillance. We are coordinating with law enforcement agencies to ensure she does not evade the charges filed against her.”

Noong Disyembre 5, pormal nang naghain ng graft at malversation charges laban kay Discaya at walong opisyal ng Department of Public Works and Highways (DPWH) kaugnay ng proyektong flood control na fully paid ngunit hindi itinayo.

Naghain ang Ombudsman ng kasong malversation of public funds at paglabag sa Section 3(e) ng Republic Act 3019 o Anti-Graft and Corrupt Practices Act.

Ang mga kaso ay inihain sa Regional Trial Court ng Digos City, kung saan rekomendado ang no bail para sa malversation. Batay sa imbestigasyon, nakumpirma ng Ombudsman na ang proyekto ay hindi kailanman sinimulan, sa kabila ng kabuuang bayad na ₱96.5 milyon.

Naglabas din ng direktiba si Pangulong Ferdinand Marcos Jr. sa Department of the Interior and Local Government (DILG) at Philippine National Police (PNP) na tiyakin ang kinaroroonan ni Discaya. 

“I have directed the DILG and the PNP to ensure that they know the whereabouts of Discaya and the others so that an arrest warrant can be issued and they can be arrested immediately,” ayon sa Pangulo.

Si Discaya, presidente ng Alpha & Omega General Contractor and Development Corporation, ay dumalo sa Senate Blue Ribbon Committee hearing noong Setyembre 1, 2025, kaugnay ng mga alegasyon sa ghost projects.

Sa kasalukuyan, inaasahang maglalabas ng arrest warrant ang korte laban kay Discaya at sa mga kasamang opisyal ng DPWH. Nanawagan ang Ombudsman na manatiling mapagbantay ang publiko at suportahan ang kampanya laban sa katiwalian.
