APRIL 20, 2026 — The Office of the Ombudsman has taken an unprecedented step by demanding the Statements of Assets, Liabilities, and Net Worth (SALNs) of all members of the House of Representatives, a move that could redefine accountability in Philippine politics. Ombudsman Jesus Crispin Remulla confirmed the sweeping request as his office intensifies its probe into alleged irregularities in government flood control projects.

Speaking on his radio program “Executive Session” over dzRH, Remulla declared, “I have requested to get all of it, all the members of Congress. I said include everyone.” 

He hinted that April 20 to 22 would be “very interesting” days, with developments expected to unfold in the investigation. Already, 26 lawmakers have been identified for lifestyle checks, accused of being “congtractors” — legislators allegedly profiting from flood control contracts. Remulla added that another lawmaker may soon be added to the list, though no names have been released.

The tension between the Ombudsman and the House has escalated. Remulla revealed that subpoenas for SALNs were refused by House Secretary General Cheloy Garafil, warning her of suspension if defiance continued. He also said Ombudsman personnel were barred entry by House security, raising questions about transparency and cooperation. 

Stressing professionalism, Remulla remarked, “Power-tripping is not allowed.”

Remulla has also been subpoenaed to appear before the House justice committee on April 22 regarding Vice President Sara Duterte’s SALN. He said he would attend briefly “to show respect to the House,” but clarified that the custodian of the documents should answer lawmakers’ questions.

The coming hearings will reveal whether Congress will cooperate or close ranks to shield its members. The stakes are clear: this is about trust, accountability, and whether leaders truly serve the people.
