PCAB, binawi ang lisensya ng 9 na construction firms ni Sarah Discaya

MANILA — Tinanggalan ng lisensya ng Philippine Contractors Accreditation Board (PCAB) ang siyam na construction firms na pag-aari o kontrolado ni Cezarah Rowena “Sarah” Discaya, matapos ang kanyang pag-amin sa Senado na sabay-sabay na lumalahok ang mga ito sa mga public bidding ng gobyerno.
Sa bisa ng Resolution No. 075, Series of 2025 na inilabas noong Setyembre 1, sinabi ng PCAB na ang mga kumpanya ay sangkot sa “joint or multiple bidding participation designed to influence the outcome of public bidding, manipulate results and corner public projects thereby undermining transparency, fairness, and competition in violation of procurement laws and licensing requirements”.
Ang mga kumpanyang tinanggalan ng lisensya ay ang sumusunod:
- St. Gerrard Construction General Contractor & Development Corp.
- Alpha & Omega General Contractor & Development Corp.
- St. Timothy Construction Corporation
- Amethyst Horizon Builders and General Contractor & Development Corp.
- St. Matthew General Contractor & Development Corp.
- Great Pacific Builders and General Contractor, Inc.
- YPR General Contractor and Construction Supply, Inc.
- Way Maker OPC
- Elite General Contractor and Development Corp.
Ayon sa PCAB, “the continued accreditation of these corporations is inimical to public interest, industry integrity, and government procurement transparency”. Ang desisyon ay isinunod sa pag-amin ni Discaya sa Senate Blue Ribbon Committee hearing noong Setyembre 1, kung saan kinumpirma niyang siya ang may-ari ng lahat ng nasabing kumpanya.
Ipinaabot na ng PCAB ang mga kopya ng resolusyon sa Department of Public Works and Highways (DPWH), Securities and Exchange Commission (SEC), Government Procurement Policy Board (GPPB), at iba pang ahensya ng pamahalaan. Inendorso rin ang kaso sa National Bureau of Investigation (NBI) at Department of Justice (DOJ) para sa posibleng pagsasampa ng kasong kriminal.
Samantala, iniimbestigahan din ng Department of Trade and Industry (DTI) ang alegasyon ng “contractor accreditation for sale” sa loob ng PCAB. Ayon kay Trade Secretary Ma. Cristina Roque, “Placing them under my direct supervision will ensure that order, transparency and accountability is restored within these agencies”.
Ang hakbang na ito ay bahagi ng mas malawak na imbestigasyon sa umano’y mga ghost flood control projects na pinondohan ng gobyerno, kung saan sangkot ang mga kumpanya ni Discaya.
