Unauthorized motorcycle modifications raise safety and livelihood concerns, authorities warn

MANILA, Philippines — Motorcycle owners who convert their vehicles into tricycles without proper registration are being reminded by authorities that such modifications are considered serious violations under existing traffic regulations. According to standard procedures enforced by the Land Transportation Office (LTO) and local government units (LGUs), motorcycles registered without a sidecar but used as tricycles may be apprehended for unauthorized modification or illegal change of body design.
During routine operations, enforcers typically check the driver’s license and the vehicle’s Official Receipt and Certificate of Registration (OR/CR) to verify whether the actual condition of the vehicle matches its registered details. If a motorcycle registered without a sidecar is found operating as a tricycle, it may be penalized with a ₱5,000 fine. In more serious cases, the vehicle can be impounded for non-compliance, as the modification directly contradicts what is stated in the OR/CR.
Authorities further warn that once a modified motorcycle is impounded, owners may only be allowed to retrieve the motorcycle unit itself—not the sidecar—unless the vehicle is properly re-registered as a motorcycle with sidecar. This process involves additional documentation, inspection, and approval from the LTO.
Beyond the technical violation, the issue opens a broader discussion about road safety, regulation, and livelihood. For many Filipinos, especially in rural areas, tricycles are a primary source of income and a vital mode of transportation. However, unauthorized modifications pose risks not only to drivers but also to passengers and other road users, as vehicles may not meet safety and structural standards.
From a policy perspective, the enforcement highlights the need for clearer information dissemination and more accessible registration processes for drivers who rely on tricycles to earn a living. While safety and legality must remain non-negotiable, authorities and policymakers may also need to address the economic realities that push some motorists to operate unregistered tricycles. As enforcement continues, motorcycle owners are strongly advised to check their registration details and ensure that any modification is properly approved and documented.
