When a photo of an LTO enforcer allegedly hiding behind a concrete post in Taytay, Rizal went viral, it wasn’t just a funny meme — it became a serious question of trust. The Land Transportation Office (Region-4A) has already issued a show cause order against the personnel, citing “conduct prejudicial to the best interest of the service.”
The incident happened along Kaytikling Road at around 7:30 a.m. on January 17, during an enforcement operation. According to the official report, the enforcer was spotted beside a large roadside post, a position that “sparked online discussion regarding the proper conduct of operation.”
Netizens quickly speculated: was he trying to surprise motorists, or was this simply a case of poor judgment?
The LTO clarified that such behavior could be seen as inconsistent with enforcement protocols, raising concerns about whether traffic operations are being carried out fairly. The enforcer has been ordered to submit a sworn explanation within five days or face administrative charges.
LTO-Calabarzon Director Elmer Decena stressed, “We do not tolerate any act that may create a misleading impression among the public. LTO personnel are expected to act with professionalism, integrity and strict adherence to established traffic law enforcement guidelines.”
