MANILA — January 28, 2026 — Barangay Calpidong in Glan, Sarangani Province has been rocked by scandal after its treasurer was accused of misusing public funds for online gambling. According to Barangay Captain Hipoliti Alicer, the treasurer began withdrawing money from the barangay’s account in August 2025 using an online banking application.
Alicer explained that the treasurer exploited a verification code sent to the captain’s phone, allowing unauthorized access to the funds.
The Department of the Interior and Local Government (DILG) and local police are now investigating the case, which has drawn widespread condemnation from residents. “We trusted him with the finances of our barangay, but he betrayed that trust,” Alicer said, noting that the treasurer allegedly used the money to play “scatter,” a form of online gambling popular in the region.
Reports indicate that the barangay’s operational budget has been severely depleted, leaving only ₱14,000 for essential services. This has raised concerns about how the community will continue to fund basic programs and projects until the next budget cycle. Residents have demanded transparency and accountability, with some calling for criminal charges against the treasurer.
The Mindanao Sentinel reported that what initially appeared to be a gambling scandal has also been linked to possible investment scams and borrowing schemes, further complicating the financial situation of the barangay. Community leaders fear that the misuse of funds could undermine trust in local governance and delay development projects.
Authorities have assured the public that measures are being taken to recover the lost funds and prevent similar incidents in the future. The DILG has emphasized the need for stricter financial oversight in barangays, particularly in the use of online banking systems.
As the investigation continues, Barangay Calpidong residents remain frustrated and anxious about the impact of the scandal on their community. The case highlights the growing risks of online gambling and financial mismanagement in local government units, underscoring the importance of accountability and transparency in handling public funds.
This incident is expected to fuel broader discussions on strengthening barangay financial controls and ensuring that treasurers and officials are held to higher standards of responsibility.
