BOC warns OFWs vs ‘free tour’ drug schemes — easy money or hidden trap?

MANILA — The Bureau of Customs (BOC) has issued a stern warning to overseas Filipino workers (OFWs) and travelers against falling victim to syndicates offering “free tours” or supposed job opportunities abroad that are actually fronts for drug smuggling operations.

Authorities stressed that these schemes are designed to lure unsuspecting individuals into carrying illegal substances across borders, often without their full knowledge.

According to BOC officials, criminal groups have been exploiting OFWs by presenting enticing offers such as all-expense-paid trips or guaranteed employment overseas. Once the victims accept, they are tricked into transporting luggage or parcels that conceal prohibited drugs.

“We remind our kababayans to be cautious of offers that sound too good to be true. These are often used as cover for smuggling attempts,” the agency said in a statement.

The warning comes after recent interdiction operations at Ninoy Aquino International Airport (NAIA), where BOC-NAIA, in coordination with the Philippine Drug Enforcement Agency (PDEA) and the NAIA Inter-Agency Drug Interdiction Task Group, intercepted parcels containing nearly 38 kilograms of marijuana with an estimated street value of ₱56.95 million. The seizures highlight the scale of smuggling attempts and the sophistication of syndicates targeting vulnerable individuals.

Authorities emphasized that OFWs are particularly at risk because syndicates prey on their desire for better opportunities abroad. The BOC reiterated that anyone caught carrying illegal drugs, regardless of intent or awareness, will face severe legal consequences under Philippine law.

“Ignorance of the contents of your baggage is not an excuse. Travelers must always be vigilant,” Customs Commissioner Ariel Nepomuceno stressed.

The Philippine National Police (PNP) has also been working closely with the BOC to strengthen border security, given the limited manpower of customs personnel compared to the PNP’s nationwide presence. This collaboration has led to the discovery of smuggling operations ranging from illegal cigarettes to narcotics, underscoring the need for continued vigilance.

As the government intensifies its campaign against illegal drugs and contraband, OFWs and travelers are urged to verify the legitimacy of overseas job offers and tour packages. Authorities advise the public to immediately report suspicious activities to law enforcement agencies to prevent being unwittingly involved in smuggling operations.

The BOC’s warning serves as a reminder that vigilance and awareness are crucial in protecting oneself from exploitation by criminal syndicates.
