BATANGAS CITY — More than 720 employees of the Provincial Government of Batangas, along with personnel from various national agencies, benefited from a Service Caravan or One-Stop Shop organized by the Provincial Human Resource Management Office (PHRMO) on March 4, 2026. The event was held at the Provincial Auditorium, Capitol Compound, in Batangas City.

Several key government agencies participated in the initiative, including the Government Service Insurance System (GSIS), Pag-IBIG Fund, and the Philippine Statistics Authority (PSA). Through the caravan, government workers were able to process essential documents and access various services without needing to leave their workplace or take time off.

PHRM Officer Liezl Rosuelo said the initiative aligns with the vision of Governor Vilma Santos-Recto to make public services more accessible and efficient, not only for Batangueños but also for the government workforce itself. The program reflects a commitment to strengthening what the province describes as a “Matatag na Government Workforce,” recognizing employees as frontline partners in delivering quality public service.

Beyond convenience, the caravan highlights a growing shift in governance—bringing services directly to people rather than requiring them to navigate bureaucratic systems independently. It underscores a simple yet powerful principle: a supported workforce is more capable of serving the public effectively.

However, this development also raises a broader governance question. If decentralizing services improves efficiency for government employees, should similar models be expanded to benefit ordinary citizens more widely?
