Accomplice in Isko ex-aide’s slay surrenders, gunman still at large

MARCH 18, 2026 — The man who drove the getaway motorcycle in the killing of retired cop George Capistrano, once the security escort of Manila mayor Isko Moreno, has finally surrendered. But the alleged gunman? Still out there.
In a Facebook livestream, Moreno himself presented Liegem “Biboy” Bulalacao, who admitted he was behind the wheel when Albert Magdaraog pulled the trigger.
Biboy swears he didn’t know about the plan to kill Capistrano, saying, “Hindi ko alam na may plano siyang pumatay.”

Moreno, visibly shaken, reminded viewers, “This is something personal to the Manila Police District. This is just different because the policeman who was killed is a kind person.”
Biboy also confessed their group had been running robbery ops in Quezon City and Baguio. Now that’s not just one crime - that’s a whole network. And if they can move this freely, what does that say about the grip of law enforcement in our cities?
The alleged gunman, Magdaraog, remains at large, but authorities say they know where he is — and yet he’s still walking free. Transparency or theater? Moreno claimed they are simply giving him time to surrender. But why? Isn’t he considered a danger to the public?
This livestream somehow blurred the line, leaving the public both informed and unsettled.
Biboy’s surrender may be a crack in the case, but it also exposes a bigger, uglier truth — that organized crime is alive, mobile, and bold enough to strike at anyone.
And if syndicates can freely roam our streets unchecked, how safe are we really?
