MANILA, Philippines — Authorities in Makati City arrested one Filipino and six foreign nationals for allegedly operating an illegal medical clinic that specialized in hair transplant procedures without proper licenses or permits. The National Bureau of Investigation (NBI) confirmed the arrests took place on March 19, 2026.

The NBI’s Special Action Unit (SAU) conducted the raid in Poblacion, Makati City, where the suspects were reportedly performing invasive medical procedures. According to the bureau, four foreign nationals were caught in the act of conducting hair transplant operations, while two foreign managers and a Filipino receptionist were also apprehended for orchestrating the unauthorized practice.

NBI Director Atty. Melvin Matibag stated that the foreign nationals, identified as Turkish citizens, failed to present any permits or licenses to perform medical procedures in the Philippines. “The clinic’s operators had no authority to conduct hair transplant surgeries, which require strict compliance with medical regulations,” Matibag said.

The bureau emphasized that the arrests were part of its intensified campaign against illegal medical practices, warning the public to be cautious of clinics offering invasive procedures without proper accreditation. The NBI highlighted that unlicensed operations pose serious risks to patients, including infections, complications, and long-term health consequences.

The suspects are now facing charges for violation of the Medical Act of 1959 and other related laws governing the practice of medicine in the country. Authorities are also investigating whether the clinic had ties to other unauthorized medical establishments operating in Metro Manila.

This case underscores the growing concern over unregulated cosmetic and medical services in the Philippines, where demand for procedures such as hair transplants has increased. The NBI reiterated its call for the public to verify the credentials of medical practitioners and ensure that clinics are accredited by the Department of Health before availing of any services.

The arrests serve as a reminder that medical safety cannot be compromised, and authorities are determined to crack down on illegal clinics to protect Filipino patients from potential harm.
