‘Intramuros Forest Park’ proposed — Can Manila balance urban growth with green spaces?

MANILA, Philippines — Manila Mayor Francisco “Isko” Moreno Domagoso formally submitted the conceptual design for the Intramuros Forest Park to President Ferdinand R. Marcos Jr., signaling a bold step toward expanding green urban spaces outside the historic Intramuros district. The proposal, personally delivered to Malacañang on February 23, was received by Acting Executive Secretary Ralph Recto.
The project, developed with the technical assistance of the Asian Development Bank (ADB), aims to advance urban greening, environmental sustainability, and climate resilience in the capital. Estimated to cost ₱2.3 billion, the Intramuros Forest Park is envisioned to provide residents and visitors with ample open spaces, recreational areas, and eco-friendly facilities, while also preserving the heritage character of the surrounding historic district. The submission was also accompanied by a visit from Batangas Governor Vilma Santos-Recto, highlighting the growing interest of local leaders in sustainable urban planning.
Experts note that such initiatives could significantly improve air quality, reduce urban heat, and promote community wellness in one of the most densely populated cities in the Philippines. Yet, urban planning in Manila has historically struggled with balancing modernization, infrastructure development, and the preservation of green spaces.
