The House of Representatives’ Committee on Justice officially opened impeachment hearings against Vice President Sara Duterte on March 25, 2026, with the panel affirming that the complaints filed against her are sufficient in form, substance, and grounds. Duterte, however, has opted not to attend the proceedings, questioning their legality.
The hearings began after the committee found two impeachment complaints against Duterte valid enough to move forward. Batangas 2nd District Representative Gerville Luistro, who chairs the panel, likened this stage of the process to a preliminary investigation in a criminal case, emphasizing that the committee is mandated to proceed regardless of the vice president’s absence.
Duterte’s legal team, led by spokesperson Michael Poa, confirmed that a formal letter was sent to the committee stating she would not participate in the hearings. Her camp has consistently argued that the proceedings are unconstitutional and politically motivated.
The impeachment complaints accuse Duterte of alleged misuse of confidential funds and abuse of authority. Critics claim that her actions undermine public trust and accountability, while her supporters argue that the charges are baseless and part of a broader political agenda.
Committee members clarified that the hearings will allow complainants to present evidence and witnesses. Lawmakers stressed that the process is not yet a trial but rather an evaluation of whether the complaints merit elevation to the Senate for a full impeachment trial.
The first impeachment complaint was previously set aside for violating the one-year ban rule, while another was withdrawn by its complainants. The remaining cases, however, continue to be deliberated, with opposition groups such as Tindig Pilipinas backing the latest filing.
The impeachment proceedings against Duterte mark a significant political moment, as she is the first vice president in recent history to face multiple impeachment complaints simultaneously. The outcome of the hearings could have major implications for the country’s political landscape, especially with the 2028 elections looming.
For now, the House panel is expected to continue its hearings in the coming weeks, with Duterte’s absence likely to remain a point of contention between her camp and lawmakers determined to pursue the case.
