MANILA, Philippines — The Land Transportation Office (LTO) has extended the validity of driver’s licenses, conductor’s licenses, student permits, and motor vehicle registrations expiring from April 2026 onwards by three months, waiving penalties for late renewal during the extension period.

LTO Chief Assistant Secretary Markus Lacanilao announced the measure on Thursday, explaining that the extension was ordered in line with President Ferdinand Marcos Jr.’s directive and the government’s declaration of a State of National Energy Emergency. The move aims to ease the financial burden on motorists amid rising fuel prices and the increasing cost of basic commodities.

Under the memorandum circular, all affected licenses and registrations will remain valid for three months beyond their original expiration dates. During this period, motorists will not incur surcharges, penalties, or fines for late renewal. The LTO clarified that the extension applies nationwide and covers both private and public vehicle operators.

“This extension is meant to give our motorists more time to comply with renewal requirements without additional economic strain,” Lacanilao said in a statement.

The decision comes as the Philippines grapples with the impact of global energy market disruptions, particularly the Middle East crisis, which has driven up fuel costs. Officials said the extension is part of broader government efforts to cushion Filipinos from economic shocks while ensuring continued compliance with transportation regulations.

Motorists welcomed the announcement, noting that the waiver of penalties provides relief at a time when household budgets are under pressure. Transport groups also expressed support, saying the extension will help drivers and operators who are struggling with higher operating costs.

The LTO reminded the public that while the validity of documents has been extended, motorists should still prepare for renewal within the three-month grace period to avoid congestion at licensing centers once the extension lapses.
