19,000 PUVs roll out nationwide — Government boosts transport service

The Department of Transportation (DOTr) announced that more than 19,000 public utility vehicle (PUV) units will begin operating under the government’s service contracting program starting Monday, April 20, 2026, in a bid to provide commuters with more reliable and affordable transport options.
Transport Secretary Jaime Bautista confirmed that the program covers jeepneys, buses, and modern PUVs nationwide, with operators receiving subsidies to maintain regular trips even during off-peak hours.
“This initiative ensures that commuters have access to safe and affordable rides while supporting drivers and operators with financial assistance,” Bautista said.
The service contracting scheme allows the government to pay operators based on kilometers traveled rather than passenger load, ensuring consistent income for drivers while stabilizing fares for commuters. The DOTr emphasized that the program is designed to improve transport efficiency, reduce waiting times, and encourage the use of modernized vehicles.
Officials noted that the rollout of 19,000 units is part of a larger plan to expand service contracting across the country, especially in urban centers where demand for public transport remains high. The Land Transportation Franchising and Regulatory Board (LTFRB) will oversee implementation and monitor compliance.
The program has been welcomed by transport groups, who say it provides much-needed relief amid fluctuating fuel prices and rising operating costs. Commuters, meanwhile, are expected to benefit from more consistent and affordable rides starting next week.
