Governor Tan named outstanding governor of Luzon — Is this the model of good governance?

APRIL 28, 2026 — Governor Angelina “Doktora Helen” D.L. Tan of Quezon Province has been recognized as the Outstanding Governor of the Philippines for Luzon Island under the 1st–3rd Class Category during the Gawad Parangal 2026 held on April 28 at the KCC Mall Convention Center in Zamboanga City. The recognition was given during the 29th National Social Welfare and Development Forum and General Assembly organized by the Association of Local Social Welfare and Development Officers of the Philippines, Inc.
The award highlights the province’s implementation of the HEALING Agenda, a governance framework that focuses on healthcare, education, agriculture, livelihood, infrastructure, environment, tourism, and good governance. Several programs were cited for their impact, including the STAN Kalinga ng Kapitolyo para sa Quezonians Program, which delivers immediate aid and services to residents through partnerships with service providers.
Also acknowledged were livelihood assistance initiatives, free medical missions under the Kalinga sa Mamamayan Libreng Gamutan Program, and educational support through the Scholarship Code of the Province of Quezon. Social welfare efforts benefiting youth, women, senior citizens, solo parents, persons with disabilities, and other vulnerable sectors were also recognized.
This recognition is more than a ceremonial achievement—it sends a message about what modern leadership should prioritize. In an era when many public officials are judged by politics, popularity, or publicity, awards centered on social welfare remind citizens that governance should be measured by how much it uplifts lives.
However, awards should also invite healthy public discourse. Honors become meaningful only when ordinary people genuinely feel improvements in healthcare access, job opportunities, education, and daily services. Recognition must not merely celebrate leaders, but encourage transparency, consistency, and accountability.
The real question is not who receives trophies, but whether governance creates lasting dignity for the people. If awards are based on service, then citizens must ask: Are communities truly becoming stronger, or are we only applauding promises?
