MANILA, Philippines — Lawmakers are pushing forward a proposed measure aimed at addressing the country’s ongoing energy crisis and rising cost of basic goods through the “KALINGA Program,” a comprehensive emergency response framework currently under deliberation in the House of Representatives.

The proposal was discussed during a joint meeting involving the House Committee on Agriculture and Food, chaired by Mark Enverga, and the Ad Hoc Committee on Legislative Energy Action and Development (LEAD). The initiative seeks to mitigate the effects of fuel-driven inflation, ensure stable energy supply, and provide targeted, short-term assistance to sectors most affected by rising oil prices.

According to Enverga, the connection between energy and food security is direct and critical. As fuel prices increase, so do the costs of production, transportation, and distribution—ultimately driving up food prices. This impact is felt most heavily by farmers and ordinary Filipino households.

The proposed KALINGA Program has gained support from key House leaders, including Ferdinand Martin Romualdez and Sandro Marcos, who emphasized the urgency of stabilizing both energy and food supply chains. The program aims to cushion the economic strain while reinforcing measures that protect livelihoods amid persistent inflation.

Discussions also highlighted the need for stronger support for the agriculture sector, seen as essential in sustaining the country’s food security during periods of economic instability. Lawmakers underscored that without boosting local production, the country remains vulnerable to external shocks and price fluctuations.

While the proposal signals proactive governance, it also invites a broader conversation. Emergency programs can provide immediate relief, but questions remain about their long-term sustainability.
