MANILA — Kinumpirma ng abogado ni Brice Hernandez, dating regional director ng Department of Public Works and Highways (DPWH), na nagsumite na ito ng “tell-all” affidavit sa isang closed-door meeting sa Department of Justice (DOJ) noong Oktubre 8, kaugnay ng lumalawak na imbestigasyon sa flood control scandal.

Ayon kay Atty. Ramon Ilagan, “Mr. Hernandez has decided to cooperate fully with the authorities. He submitted a sworn affidavit detailing names, dates, and mechanisms used in the alleged corruption network.” Dagdag pa niya, ang dokumento ay tumatalakay sa multi-agency collusion, ghost projects, at overpricing schemes na umano’y naganap mula 2021 hanggang 2024.

Ang affidavit ay isinapubliko sa ilalim ng Witness Protection Program (WPP) ng DOJ, kung saan si Hernandez ay nagsilbing whistleblower matapos siyang sibakin sa puwesto noong Agosto. “He wants to clear his name and help dismantle the system that enabled this,” ani Ilagan.

Bagama’t hindi pa inilalabas ang buong nilalaman ng affidavit, sinabi ng DOJ na ito ay “substantial and actionable”, at maaaring magresulta sa multiple criminal charges laban sa ilang opisyal ng DPWH, Department of Agriculture (DA), at mga contractor na konektado sa Discaya network.

“We are validating the contents of the affidavit and coordinating with the Office of the Ombudsman and the Senate Blue Ribbon Committee,” ayon kay Justice Secretary Boying Remulla. “This could be a breakthrough in our efforts to hold those accountable.”

Samantala, ilang senador ang nagpahayag ng suporta sa hakbang ni Hernandez. Ayon kay Sen. Risa Hontiveros, “This is a courageous move. We need more insiders to speak up if we want real reform.”

Ang pagsisiwalat ni Hernandez ay kasabay ng ulat ng SEC na may kaugnayan ang flood control scandal sa ₱1.7 trilyong pagkalugi sa stock market, at ng pahayag ng Comelec na may anim na kandidato sa 2022 elections na tumanggap ng donasyon mula sa mga contractor.
