PINAMALAYAN, Oriental Mindoro — January 12, 2026. A community in Barangay Nabuslot is in mourning after 11‑year‑old Dawn Rafaele “Raf” Linga was killed in a horrific road accident while crossing a pedestrian lane. 

His mother, Monica Linga, an Overseas Filipino Worker (OFW) based in Dubai, is devastated and preparing to return home for her son’s wake and funeral.

CCTV footage captured the incident on January 11 along the South Road National Highway. Raf, together with other children who had just finished communion practice, was crossing the pedestrian lane. 

A blue truck and several other vehicles stopped to allow the children to pass. However, a red Isuzu D‑Max pick‑up truck sped through without yielding, hitting Raf with such force that he was thrown several meters.

Witnesses rushed the boy to a nearby hospital, but he succumbed to severe head and body injuries.

Mother’s Grief

Monica Linga, who works in Dubai to support her family, expressed her anguish over the tragedy. She said she could not accept the sudden loss of her son, who was under the care of his grandmother while she was abroad. 

“’Yung sagot lang, kung ano yung nangyari. ‘Yun lang ang gusto kong malaman. Pero alam ko na, wala na ‘yung anak ko…. Pero gusto kong malaman anong nangyari. Nasaan siya nun?” said Monica.

“May tumigil na truck, bakit hindi man lang niya naisip na mag-slow down? Nag-overtake po siya. Ang lakas ng bungo niya sa anak ko, tumilapon ‘yung anak ko. Ang layo ng pinagtapunan ng anak ko. Ni wala ng halos dugong lumabas kasi internal lahat ang injury ng anak ko,” she added. 

The Land Transportation Office (LTO) has summoned both the driver and the registered owner of the pick‑up truck involved in the fatal accident, ordering them to appear before its office on January 16 to explain the circumstances of the incident. In the meantime, the motorist’s license has been placed under preventive suspension for 90 days as part of the agency’s disciplinary measures.

LTO chief Assistant Secretary Markus Lacanilao stressed, “Ang pagkawala ng buhay ng isang bata dahil sa kapabayaan o kawalan ng disiplina sa kalsada ay hindi maaaring balewalain. Ang LTO ay determinadong tiyakin na ang bawat driver na nasa kalsada ay may sapat na pagsasanay, alam ang mga batas trapiko, at may respeto sa karapatan at kaligtasan ng lahat.”

Authorities are investigating whether reckless driving and failure to yield to pedestrians will lead to criminal charges.

Road Safety That Reacts After the Funeral

Road safety in the Philippines is reactive, not preventive. We respond after bodies hit the pavement, after CCTV clips circulate, after families collapse in grief. Only then do suspensions, summons, and statements arrive.

Raf Linga crossed at a pedestrian lane. Other vehicles stopped. The rules worked, until one driver ignored them. That pattern is familiar. Enforcement tightens only after tragedy. Discipline is discussed only when a child is dead.

Crosswalks should be safe by default, not by luck. Speed limits should be enforced before impact, not explained after. Parents should not rely on cameras to prove what everyone already knows.

When safety systems act only once damage is done, they fail their purpose. Prevention means visible enforcement, constant presence, and consequences that drivers fear before they accelerate.
