MANILA, Philippines, January 20, 2026 — Former senator Ramon “Bong” Revilla Jr. has posted bail before the Sandiganbayan in connection with the graft case filed against him over the alleged ₱92.8‑million ghost flood control project in Pandi, Bulacan.
Revilla, who was ordered arrested along with six co‑accused, secured his temporary liberty by posting ₱90,000 bail for the graft charge, which is bailable under the Anti‑Graft and Corrupt Practices Act.
The Sandiganbayan Third Division issued warrants of arrest and hold departure orders on January 19 for both graft and malversation of public funds through falsification of documents. While graft is bailable, malversation is considered a non‑bailable offense, which is why Revilla was initially ordered detained at the Quezon City Jail in Payatas. His bail posting only covered the graft case, leaving him to face the non‑bailable malversation charge.
The case stems from allegations that Revilla and several officials facilitated the release of ₱76 million in public funds for a flood control project in Bulacan that never materialized. Investigators said the project was fictitious and part of a larger network of ghost infrastructure schemes.
Revilla, who was previously detained for more than four years over the pork barrel scam before being acquitted of plunder in 2018, returned to the Senate in 2019 and served until 2025. His latest arrest marks another chapter in his long‑running legal battles.
The Sandiganbayan is expected to proceed with hearings on both graft and malversation charges, with prosecutors insisting that the evidence shows clear misuse of public funds. Revilla’s camp has yet to issue a detailed statement, but his posting of bail signals his intent to contest the graft case while remaining in detention for the non‑bailable malversation charge.
