NAGA CITY, Philippines, Feb. 9, 2026 — Days of heavy rains brought by a prevailing shear line have triggered widespread flooding across several provinces in the Bicol Region, forcing residents to evacuate and damaging homes and infrastructure. 

According to reports from local officials, rivers in Camarines Norte and Catanduanes overflowed over the weekend, inundating communities and washing away at least one house in Labo, Camarines Norte. In Basud, floodwaters from the Basud River rose dangerously high, nearly reaching the rooftops of some homes.

In Caramoran, Catanduanes, floodwaters entered houses after a river overflowed, while a damaged dike in one barangay prompted residents to flee to safer ground. The town of Panganiban also reported severe flooding, with local disaster response teams carrying out rescue and evacuation operations. The Bato River in Catanduanes spilled over its banks on Sunday, further worsening the situation.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) confirmed that the shear line — a convergence of cold and warm air masses — has been affecting the Bicol Region, bringing moderate to heavy rains.

In its latest advisory, PAGASA warned that rainfall amounts between 50 to 100 millimeters were expected across Camarines Norte, Camarines Sur, Catanduanes, Albay, and Sorsogon from Sunday until Monday, with risks of flash floods and landslides.

Local government units have mobilized emergency teams to assist affected residents, while authorities continue to monitor river levels and weather conditions. The northeast monsoon, or amihan, is also contributing to overcast skies and scattered rains in parts of Luzon, including the rest of the Bicol Region.

As communities grapple with the aftermath, disaster officials are urging residents in flood-prone areas to remain vigilant and heed evacuation advisories. With rains forecast to persist into the week, authorities emphasize that preparedness and caution are critical to minimizing further damage and ensuring public safety.
