LTFRB flags rundown jeepneys in surprise QC inspection — Safety crackdown or modernization pressure play

QUEZON CITY, Philippines, Feb. 11, 2026 — The Land Transportation Franchising and Regulatory Board (LTFRB) has summoned several operators of dilapidated jeepneys following surprise inspections in Quezon City, issuing show cause orders (SCOs) against at least 10 passenger units found unfit for public service.
LTFRB Chairperson Vigor Mendoza II said the crackdown is part of the agency’s intensified campaign against run-down public utility vehicles (PUVs), in line with President Ferdinand Marcos Jr.’s directive to prioritize commuter safety. “This should serve as a strong message that we are serious and committed to a drastic change when we declared that we will run after run-down PUVs and bus and PUV terminals with dilapidated facilities,” Mendoza stressed.
During the inspection, jeepneys were found with defective brake lights, worn-out cushion seats, and damaged ceilings. The LTFRB also noted that some operators failed to maintain proper garages, with units improperly parked along major roads such as West Avenue and Fernando Poe Jr. Avenue. The agency warned that improper parking is considered prima facie evidence of insufficient or nonexistent garage facilities.
So far, the LTFRB has issued SCOs and notices of violation not only to jeepney operators but also to 87 bus and PUV terminals nationwide, as part of its broader campaign to improve roadworthiness and passenger safety. The agency emphasized that operators who fail to comply with safety standards risk suspension or revocation of their franchises.
The crackdown comes amid ongoing debates over the government’s Public Utility Vehicle Modernization Program (PUVMP), which aims to replace aging jeepneys with modern, safer, and more environmentally friendly units. While transport groups have raised concerns about the financial burden on drivers and operators, the LTFRB insists that passenger safety cannot be compromised.
