DOTr intercepts 'ambulance' used as shuttle on EDSA Busway— Hustle culture or blatant fraud?

MANILA, Philippines, Feb. 12, 2026 — The Department of Transportation’s Special Action and Intelligence Committee for Transportation (DOTr-SAICT) intercepted an ambulance at the EDSA Busway Santolan Station and discovered it was being used as a shuttle service instead of for medical emergencies.
Operatives led by Special Operations Group (SOG) Head Rayson Dela Torre flagged down the vehicle during a morning rush-hour operation. Upon inspection, authorities found that the interior was fitted with rows of passenger seats similar to those in ordinary shuttle vans, with no medical equipment such as a stretcher, oxygen tank, or first-aid supplies.
When questioned, one of the drivers admitted that the ambulance was being used as a service vehicle to transport passengers to hospitals for check-ups rather than for emergency medical purposes. “Ginagamit po namin ito bilang service vehicle para sa mga pasaherong magpapa-check up lamang sa ospital,” the driver reportedly told investigators.
The drivers were issued Temporary Operator’s Permits (TOPs) after being cited for multiple violations, including Disregarding Traffic Sign (DTS) for illegally passing through the EDSA Busway and Failure to Carry OR/CR after failing to present the original copies of the vehicle’s Official Receipt and Certificate of Registration.
The DOTr-SAICT emphasized that the operation is part of its intensified campaign to clear unauthorized vehicles from the EDSA Busway, which is reserved exclusively for buses and emergency vehicles. Officials warned that misuse of ambulances not only violates traffic laws but also undermines public trust in emergency services.
The incident has sparked public concern over the misuse of specialized vehicles, with transport authorities reiterating that stricter enforcement will continue to ensure that the EDSA Busway remains safe and efficient for commuters.
