MANILA, Philippines, Feb. 12, 2026 — The National Police Commission (NAPOLCOM) confirmed it will file criminal complaints against social media personality Norman Mangusin, more popularly known as Francis Leo Marcos, for allegedly mocking the police uniform and engaging in disorderly conduct against a police officer.

NAPOLCOM Commissioner Ralph Calinisan said Mangusin ignored repeated warnings not to use the police uniform as a costume or for publicity stunts. “We previously made a stern warning that the police uniform is not, and will never be, used as a costume. It will never be disrespected. Mangusin chose to ignore that warning. He chose to make a mockery of the police uniform,” Calinisan stated.

The controversy erupted after photos circulated online showing Mangusin wearing a ceremonial blue police uniform. The Philippine National Police (PNP) confirmed it was investigating the incident, with spokesperson Brig. Gen. Randulf Tuaño saying initial findings pointed to liability on the part of the person who wore the uniform.

PNP Chief Gen. Jose Melencio Nartatez Jr. also issued a stern reminder to content creators, stressing that impersonating law enforcement personnel carries serious legal consequences. “The uniform represents the authority of the state and the sacrifice of every officer. This must never be used for social media content and publicity stunts. Respect for the uniform is respect for the institution,” Nartatez said.

NAPOLCOM said it is coordinating with the PNP to pursue charges under Article 179 of the Revised Penal Code, which penalizes the illegal use of uniforms and insignia. The commission also noted that Mangusin allegedly cursed and challenged a police officer to a fistfight, further aggravating the case.

Mangusin, who has a history of controversial online content, denied the accusations and claimed that the viral photo was digitally altered. However, authorities stressed that the evidence gathered so far supports the filing of formal complaints.

The case underscores the government’s effort to protect the integrity of police symbols and prevent their misuse in social media content, which officials warn could mislead the public and erode respect for law enforcement.
