PNP clears LRT-1 of negligence in FPJ Station student fall — Fair finding or system excused again?

QUEZON CITY, Philippines — February 13, 2026. The Philippine National Police (PNP) has clarified that the Light Rail Transit Line 1 (LRT-1) management bears no contributory negligence in the recent incident where a male student fell from the Fernando Poe Jr. (FPJ) Station in Quezon City.
PNP spokesperson Police Brigadier General Randulf Tuaño said during a press briefing: “Magkakaroon lang po ng pananagutan ang LRT na kung may nakita silang contributory negligence sa parte po ng LRT. Pero sa ngayon po, wala po silang nakikita na contributory negligence sa part po ng LRT.”
The Quezon City Police District (QCPD) conducted an investigation into the incident, which occurred around 10:30 a.m. on Wednesday. CCTV footage provided by LRT-1 management reportedly showed the student walking back and forth in the area before the fall. Authorities confirmed that the victim fell onto EDSA and was struck by a passing vehicle.
Police also cleared the driver involved in the incident of any negligence, noting that he fully cooperated with investigators and was released from custody after a thorough review of the footage. QCPD Director Police Brigadier General Randy Glenn Silvio explained that the student’s parents were shown the CCTV evidence and later executed a notarized affidavit stating they would not pursue charges against the driver.
The National Police Commission (NAPOLCOM) has since announced that it is reviewing traffic procedures to prevent similar cases from leading to what it described as “absurd results” in legal proceedings. NAPOLCOM Vice Chairperson Rafael Vicente Calinisan emphasized that the circumstances of the incident made it impossible for motorists to avoid the tragedy.
Authorities continue to monitor the case, but both the PNP and QCPD have reiterated that neither LRT-1 management nor the driver involved can be held liable based on current findings. The incident has sparked discussions on commuter safety and the need for preventive measures in public transport systems.
