CEBU CITY, Philippines — February 14, 2026. The suspect in the fatal hit-and-run incident that claimed the life of Kingston Ralph Cheng, a young businessman in Cebu has been released from custody after posting bail.
Police confirmed that 21-year-old Sean Andrew Pajarillo, who was charged with reckless imprudence resulting in homicide, posted bail worth P72,000 at the Cebu City Regional Trial Court on Friday.
He was escorted by authorities wearing protective gear as he left the courthouse, before returning to the hospital where he has been under medical care for injuries sustained during the accident.
The incident occurred on February 8 along Maria Luisa Road in Barangay Banilad, where Pajarillo’s vehicle struck and killed 23-year-old entrepreneur Kingston Ralph Cheng. The tragedy has sparked outrage in Cebu’s business community and prompted calls for stricter accountability measures against reckless drivers.
Local officials have also begun discussing possible legislative action in response to the case. A Cebu City councilor has proposed the “Kingston Ralph Ordinance,” which would hold bars accountable for serving alcohol to intoxicated customers, citing the need to prevent similar tragedies.
The victim’s family has expressed grief and frustration over the suspect’s release, emphasizing their demand for justice. Meanwhile, police assured the public that the case will continue to be pursued in court, with hearings expected to begin in the coming weeks.
This development has reignited debates on road safety and accountability in Cebu, highlighting the urgent need for reforms to protect both motorists and pedestrians.
