Cancer patient dies after ambulance stopped on EDSA Busway — Enforcement gone cruel?

MANILA, Philippines — A stage 4 cancer patient who was riding an ambulance flagged down at the EDSA Busway has passed away, prompting swift disciplinary action against the enforcement official involved. The incident occurred on February 17, 2026, when members of the Special Action Intelligence Committee for Transportation (SAICT) stopped the ambulance, questioning its use of the dedicated bus lane.
According to reports, the ambulance was transporting the patient for a scheduled medical check-up when it was halted by SAICT personnel. The driver explained the situation but was told that only “critical emergencies” were allowed to pass through the busway.
Acting Transportation Secretary Giovanni Lopez later clarified that under existing Department of Transportation (DOTr) rules, all on-duty ambulances are permitted to use the EDSA Busway regardless of the patient’s condition.
“All on-duty ambulances, regardless of the condition of the patient, are allowed to use the busway,” Lopez emphasized in his memorandum.
The patient, who was already in fragile health, reportedly died following the ordeal. Secretary Lopez extended his condolences to the bereaved family and assured the public that corrective measures are being taken.
He ordered SAICT Special Operations Group head Rayson dela Torre to explain within three days why disciplinary action should not be imposed. Dela Torre has since been relieved of his post pending investigation.
The DOTr announced that a re-orientation program will be conducted for all SAICT personnel assigned to the EDSA Busway to prevent similar incidents. The controversy has sparked widespread criticism online, with many calling for stricter enforcement of policies that prioritize compassion and public safety.
This incident underscores the importance of clear guidelines and sensitivity in handling medical emergencies, especially in high-traffic areas like EDSA. The DOTr has reiterated its commitment to ensuring that ambulances and medical vehicles are given uninterrupted access to the busway in line with existing policies.
