MANILA, Philippines — The Philippines’ Department of Information and Communications Technology (DICT) is reportedly exploring whether it can restrict access to the messaging platform Telegram, citing allegations that the service is being used to facilitate illegal gambling, pornography, and other cybercrimes. Secretary Henry Aguda revealed the potential measure during an interview with DZRH, emphasizing that child exploitation remains a “non-negotiable” concern for the government.

In recent years, the Philippine government has intensified efforts to curb illegal online gambling, particularly targeting offshore gaming operators. However, as stricter regulations pushed some activities off traditional web platforms, operators allegedly migrated to encrypted messaging channels like Telegram, which are harder for authorities to monitor. Aguda said the department is studying Telegram as part of this broader crackdown.

The possible ban has drawn concern from the country’s growing blockchain and crypto communities, who rely heavily on Telegram for communication, announcements, and real-time updates. A nationwide block could disrupt operations for local startups, trading communities, and decentralized finance projects, potentially affecting Philippine participation in global digital asset markets.

DICT officials said any decision would involve coordination with telecommunications regulators, internet service providers, and law enforcement agencies such as the PNP and NBI. While the move could help protect citizens from cybercrimes, critics warn it risks stifling legitimate innovation and online freedom. As authorities weigh the balance between security and digital liberty, the question emerges: Can the Philippines effectively combat cybercrime without undermining the online platforms that drive innovation and connectivity?
