MANILA, Philippines — Operatives of the Philippine National Police–Criminal Investigation and Detection Group National Capital Region (PNP-CIDG NCR) have arrested Norman Mangusin, better known online as “Francis Leo Marcos,” following the issuance of a warrant of arrest by the Regional Trial Court of Parañaque City, Branch 294. The warrant was connected to multiple counts of Unjust Vexation.
Court documents show that Mangusin was charged under Article 287 of the Revised Penal Code, as amended, in relation to Section 6 of Republic Act No. 10175 or the Cybercrime Prevention Act. Bail was set at ₱120,000 for his temporary release.
Mangusin, who rose to prominence during the COVID-19 pandemic for his so-called “Mayaman Challenge” encouraging wealthy Filipinos to donate to the poor, has long been a controversial figure. He gained millions of followers on social media but also faced accusations of misrepresentation and unauthorized use of names and titles. His flamboyant persona and claims of philanthropy drew both admiration and criticism, eventually leading to multiple legal troubles.
The arrest adds to a string of controversies involving Mangusin. The National Police Commission (NAPOLCOM) previously initiated action against him for allegedly wearing a PNP uniform and insignia without authorization, prompting administrative review. The Land Transportation Office (LTO) also sanctioned him over traffic-related violations that surfaced online, resulting in the suspension of his driver’s license pending investigation.
In addition, the Supreme Court earlier found Mangusin guilty of Indirect Contempt, further compounding his legal challenges. Authorities confirmed that he is now in custody and will be presented before the issuing court in accordance with procedural rules.
Mangusin’s case highlights the growing scrutiny of online personalities who leverage social media influence while facing questions about accountability. With multiple agencies involved — from NAPOLCOM to the LTO and the judiciary — his legal battles are expected to continue, underscoring the intersection of digital fame and legal responsibility in the Philippines.
