Napolcom exec files cyber libel case vs Norman Mangusin — accountability enforced?

QUEZON CITY — National Police Commission (NAPOLCOM) Vice Chairperson and Executive Officer Rafael Vicente Calinisan has formally filed criminal complaints against vlogger Norman Mangusin, more popularly known as Francis Leo Marcos, at the Quezon City Hall of Justice on Tuesday, March 3, 2026.
Calinisan lodged charges of unjust vexation and cyber libel against Mangusin, citing a livestream where the vlogger allegedly cursed at him following a referral of a separate case.
“Kinasuhan natin si Norman Mangusin ng unjust vexation at cyberlibel in relation to RA 10175,” Calinisan said, referring to the Cybercrime Prevention Act of 2012. He stressed that the move was not personal but anchored on accountability, saying, “Huwag niyang maliitin ang hakbang na ito. Hindi ito personal kundi tungkulin ng isang responsableng opisyal at mamamayan.”
Mangusin, who rose to prominence during the pandemic for his controversial “Mayaman Challenge” urging wealthy Filipinos to donate to the poor, has faced multiple legal troubles in recent years.
Just last week, he was transferred to the Parañaque City Jail after failing to post bail in connection with a pending fraud case in Pasay. The court ordered his detention in a regular facility to ensure jurisdiction over his ongoing trials.
The latest complaints add to his mounting legal woes, which include previous arrests by the Criminal Investigation and Detection Group (CIDG) and ongoing fraud investigations.
Authorities emphasized that online harassment and defamatory remarks fall under the scope of cybercrime laws, underscoring the government’s stance on holding public figures accountable for their online conduct.
Mangusin’s case continues to draw public attention, with supporters defending him as a philanthropist while critics point to his repeated brushes with the law. The Quezon City Prosecutor’s Office is now reviewing the complaints, marking another chapter in the vlogger’s long-running legal battles.
