MANILA, Philippines — The Independent Commission on Infrastructure (ICI) has turned over two truckloads of documents to the Office of the Ombudsman in Quezon City, marking a major step in the investigation into alleged anomalies in multibillion-peso flood control projects.

Personnel from the Philippine National Police and a logistics company delivered the documents using police trucks, with boxes labeled to indicate flood control projects in provinces including Albay, Sorsogon, Isabela, Romblon, and other areas. The files also referenced various regional offices of the Department of Public Works and Highways (DPWH), such as DPWH Region 4A, Region 4B, Negros Oriental, and Tarlac.

ICI Executive Director Brian Keith Hosaka supervised the transmittal but declined to provide details on the contents of the documents. He confirmed that the materials were collated during the commission’s fact-finding mission into flood control irregularities.

President Ferdinand Marcos Jr. earlier said that the ICI had “practically accomplished its mission” and that much of the work in investigating flood control anomalies “has already been done.” The President created the commission under Executive Order No. 94 to probe alleged corruption in infrastructure projects.

ICI Chairman Andres Reyes Jr. formally handed the documents to Ombudsman Jesus Crispin Remulla, noting that the commission will conclude its operations by March 31. “We believe the commission has effectively fulfilled its responsibilities as outlined in Executive Order No. 94, thereby setting the stage for the ongoing efforts to be carried on by the Ombudsman,” Reyes said.

The Ombudsman is expected to review the files and determine whether criminal or administrative charges should be filed against officials and contractors involved in the flood control projects. The turnover signals the transition of the investigation from a fact-finding body to the country’s chief anti-graft office, which has prosecutorial powers.

The delivery of two truckloads of documents underscores the scale of the probe, which has drawn public attention due to the billions of pesos allocated for flood control projects nationwide. Allegations of irregularities include questionable bidding processes, substandard construction, and misallocation of funds.

With the ICI’s mandate ending this month, the Ombudsman now carries the responsibility of pursuing accountability and ensuring that findings translate into concrete legal action. The outcome of this investigation is expected to have significant implications for infrastructure governance and anti-corruption efforts in the Philippines.
