MARCH 17, 2026 — Manila Mayor Isko Moreno has once again turned to bold, street-level tactics, this time offering a P500,000 reward and witness protection to the motorcycle rider who allegedly served as the accomplice in the killing of George Capistrano, a retired police officer, in Tondo. The mayor gave the ultimatum: surrender within 48 hours, and the accomplice gets both the cash and protection.

Moreno, speaking live on Facebook, urged the suspect’s family to convince him to come forward. He believes the killers are part of a robbery group operating in Metro Manila, a chilling reminder that organized crime continues to thrive in the city’s underbelly.

How do we dismantle these groups that prey on ordinary citizens? The promise of protection is crucial — without it, no accomplice would dare surface. And can money and protection outmaneuver fear and silence?
