MANILA, Philippines — Residents of Manila can now enjoy the summer heat without spending a peso, as Mayor Francisco Isko Moreno Domagoso has directed the opening of free public swimming pools across the city.

The initiative, aimed at providing safe and accessible recreational spaces, includes several facilities distributed across Manila’s districts. Among the open venues are the Vitas Aquatic Center in District 1, Reina Regente Sports Complex and Patricia Sports Complex in District 2, Paraiso ng Kabataan Sports Complex in District 3, Dapitan Sports Complex in District 4, Bagong Buhay Sports Complex in District 5, and Jacinto Ciria Cruz Sports Complex in District 6.

City officials emphasized that the program is designed to offer families—especially children—an opportunity to relax, cool down, and bond without the need to travel far or incur additional costs. With rising temperatures during the dry season, such initiatives also promote public health by encouraging outdoor activity in safe, supervised environments.

Many residents have welcomed the move, noting that access to clean and secure recreational facilities is often limited for low-income families. However, it also raises questions about sustainability and maintenance, as public amenities require consistent funding, proper management, and strict safety protocols to remain beneficial in the long term.

While the free pool program brings immediate relief and enjoyment, it also reflects a broader effort to make urban spaces more inclusive and community-centered.

As more cities explore similar initiatives, one key question remains: Are free public amenities like these enough to improve quality of life, or should they be part of a larger, long-term investment in urban recreation and public welfare?
