PANDI, Bulacan — A controversial infrastructure project in Pandi has come under intense scrutiny after officials from the Department of Public Works and Highways (DPWH) reported finding no visible structure during an ocular inspection conducted alongside the Sandiganbayan on April 15.
The ₱92.8-million flood control project, which is allegedly tied to “ghost project” claims, has been linked to a broader malversation case involving Bong Revilla Jr.. According to reports, the site inspection revealed little to no concrete evidence of the supposed 128-meter structure that the project documentation claimed had been completed.
While the defense argued that remnants such as sheet piles and concrete piles existed in the area, a closer evaluation suggested that these were minimal and did not match the scale or specifications outlined in official reports. This discrepancy has strengthened the prosecution’s argument that the project may have existed only on paper—raising serious concerns about the integrity of public fund utilization.
Beyond the legal battle, the issue exposes deeper systemic challenges. Infrastructure projects, especially those related to flood control, are critical for safeguarding communities against disasters. When such projects fail—whether through negligence, corruption, or mismanagement—the consequences are not just financial but potentially life-threatening.
