DECEMBER 28, 2025 — Controversial contractor Sarah Discaya marked the holiday season inside the Lapu-Lapu City Jail in Mactan, Cebu, without any personal family visits, according to the Bureau of Jail Management and Penology (BJMP).

Discaya, accused of involvement in questionable flood control projects, was transferred to the facility on December 19 along with eight former Department of Public Works and Highways officials from Davao Occidental after warrants of arrest were issued. She is currently detained in the jail’s female dormitory.

BJMP spokesperson Jail Superintendent Jayrex Bustinera confirmed that Discaya’s interactions have been restricted to online platforms. 

“So far, there have been no personal visits because visitation is strictly through online platforms. Most of her visits have been from her lawyer, and her food is sent from outside and inspected before being allowed inside,” Bustinera said in an interview.

Prior to her transfer, Discaya filed an urgent motion before the Lapu-Lapu City Regional Trial Court, asking to remain under the custody of the National Bureau of Investigation. The BJMP, however, submitted its comment opposing the request. 

“We have already submitted our comment since we were given no more than ten days. With the upcoming holidays, our warden sent it ahead of time. Our position is that the BJMP facility is fully prepared, regardless of whether the detainee is a high-profile individual,” Bustinera added.

Public reaction is expected to intensify as Discaya’s case unfolds, especially given the allegations tied to government projects. For some, this case is more than a legal battle — it is a test of public trust in the justice system.
