CPP accuses AFP of New Year attack amid alleged ceasefire in Occidental Mindoro

OCCIDENTAL MINDORO The Communist Party of the Philippines (CPP) has accused the Armed Forces of the Philippines (AFP) of attacking a unit of the New People’s Army (NPA) in Barangay Cabacao, Abra de Ilog, Occidental Mindoro on New Year’s Day. According to CPP Chief Information Officer Marco Valbuena, the NPA unit was in the area to provide medical services and aid to local communities, particularly the Mangyan indigenous population, as part of the CPP’s unilateral ceasefire from December 31 to January 1.

Valbuena claimed that the AFP took advantage of the ceasefire to launch what the CPP described as an “offensive” against their unit, deploying helicopter gunships and firing rockets in the area. The CPP alleges that this operation disregarded the safety of civilians residing in the vicinity, disrupting the calm intended by the ceasefire. The group is currently verifying the status of its members following the alleged attack.

While the AFP has yet to issue an official response, the incident raises broader concerns about the conduct of military operations in conflict-affected communities and the risks posed to civilians. Ceasefires are intended to foster temporary peace, allow for humanitarian aid, and reduce the risk of civilian casualties. Any breach, real or perceived, can inflame tensions, erode trust, and escalate violence.

This incident also highlights the persistent challenges in balancing national security and human rights. Remote communities, such as those in Occidental Mindoro, often bear the brunt of armed confrontations, caught between state forces and insurgent groups. The alleged New Year attack serves as a stark reminder that even symbolic gestures like temporary ceasefires may falter without accountability, transparent communication, and robust mechanisms to protect civilian welfare. Whether the claims by the CPP are verified or not, the controversy underscores the urgent need for the government to prioritize the safety of civilians and prevent conflict from turning into a humanitarian crisis in indigenous and rural areas.
