LIPA CITY, Batangas — Councilor Merlo Silva has proposed increasing the fine for colorum or unlicensed tricycles from the current ₱1,000 to ₱5,000. Silva cited the persistent rise of illegal tricycles in the city as a major concern for passenger safety and for drivers who operate legally under proper franchises.
According to Silva, heavier penalties are necessary to deter operators from continuing colorum practices. “The safety of passengers must always come first, and the current penalty is clearly insufficient to discourage illegal operations,” he said. The councilor also recommended holding a public hearing before amending the local ordinance, ensuring that stakeholders—including drivers, passengers, and transport authorities—have a voice in the discussion.
The proposal reflects broader challenges in urban transport management. While fines are a common regulatory tool, enforcement and public awareness are equally important. In cities with high demand for short-distance transport, colorum tricycles often flourish due to convenience, low cost, and gaps in enforcement. Without consistent monitoring and education, higher penalties alone may not solve the problem.
The issue also touches on fairness in transport policy. Licensed drivers invest in proper permits, safety measures, and vehicle maintenance, yet illegal operators often compete without bearing these costs. Stricter fines aim to level the playing field, but achieving compliance will require more than just monetary deterrents.
