MANILA, Philippines — February 3, 2026 — Tourism Secretary Christina Garcia Frasco defended herself during a Senate hearing after lawmakers raised concerns that her photos, which had been turned into memes online, appeared to promote her personally rather than Philippine destinations. Frasco clarified that the images were legitimate work photos taken during her visit to Lake Sebu, South Cotabato, as part of the Philippine Experience Program.

“I just wish to place on the record that the photos that have been used and transformed into memes are actually work photos. Is that AI? You're telling me that's AI? No, no. This is a work photo. I was in Lake Cebu in South Cotabato promoting the Philippine Experience Program,” Frasco said. She explained that her presence was meant to help craft tourism packages, circuits, and build attention for destinations in partnership with local stakeholders.

Senators, however, relayed complaints from the public, saying that many Filipinos perceived the photos as self-promotion. “Ang dating daw sa kanila, parang pinopromote mo yung sarili mo versus dapat yung Pilipinas ang pinopromote mo o yung mga probinsya ang pinopromote mo versus you're promoting yourself. Yun po yung dating sa mga tao,” one senator said, stressing that the feedback came from constituents who had filed complaints.

Lawmakers suggested that instead of featuring herself, Frasco could highlight local models or indigenous peoples to better represent the culture of the destinations. “Much better versus kayo po. Yung po yung pinapoint out ng mga lumapit po sa akin,” the senator added.

Frasco responded by reiterating her commitment to tourism promotion and denied any political agenda. “That is the extent of the duty that I have exercised and nothing more. I have no national ambition. I'm not running for any national position. And therefore, any accusation of self-promotion would fall flat. Because I am not running for any national position in 2028, and therefore there would be no reason for me to promote myself,” she said.

The senator countered by pointing out that in countries like Vietnam, Korea, Malaysia, and Japan, tourism secretaries do not appear in promotional materials. “Hindi nyo po nakikita yung mukha ng mga secretaries ng Department of Tourism nila doon eh. Wala. Never,” the senator noted, emphasizing that the Philippines should adopt similar practices.

Frasco acknowledged the concerns and said the Department of Tourism would provide the Senate with promotional materials excluding her image to demonstrate that the agency continues to promote destinations despite limited resources. “We would be also very happy to provide your office with all of the promotional efforts that we have made, sans my face in the destinations covered,” she said.

The exchange highlights ongoing debates about the balance between visibility of government officials and the focus on destinations themselves. The controversy underscores the sensitivity of public perception in tourism campaigns, especially in a digital age where official photos can quickly be repurposed into memes and fuel criticism online.
