Kiko bats for modernization of Immigration System, calls for more funding amid border control threats

Amid increasing threats to border controls, Senator Francis “Kiko” Pangilinan expressed strong support for comprehensive immigration modernization measures aimed at strengthening national security, combating transnational crime, human trafficking, and visa abuse.
The senator led the hearing of the Senate Committee on Justice and Human Rights, joint with Civil Service, Government Reorganization and Professional Regulation, Trade, Commerce and Entrepreneurship, and Finance on Monday, February 23. Pangilinan is the chairperson of the justice and human rights committee. During the hearing, the senator inquired about the Bureau of Immigration’s (BI) modernization roadmap, citing the need for an immigration process that will better protect the country’s borders.
“When we defend your measure on the floor, we want to have a roadmap to modernization – a clear roadmap. If this becomes law, what is your three-year modernization deliverables?,” he asked Immigration Commissioner Joel Anthony Viado during their discussions of several bills to modernize the BI.
He also underscored the need for budgetary support to help in the bureau’s modernization plans. “For the delivery of immigration border control enforcement, we should provide a first-world budget as well,” he added.
Pangilinan also mentioned that improved immigration processes and better coordination with other sectors could have prevented the Covid-19 virus from entering the country.
“So ganon katindi ang border control at palakasin ang ating pag papasok ng foreign nationals sa ating bansa, not just for criminal activity but precisely for these health issues, epidemic, outbreak, etc.,” he stressed.
In response, Commissioner Viado acknowledged the significance of stringent border control in addressing potential threats, including health risks. “Entering the Philippines is a privilege, not a right. To enjoy that privilege, applicants must undergo thorough scrutiny regarding their identity and background,” the commissioner stated. Under Pangilinan’s Senate Bill No. 1867, the senator seeks to strengthen and modernize the BI to respond to evolving migration challenges and national security threats. The bill aims to enhance the bureau’s authority, streamline its organizational structure, support the professional development of its officers, and introduce stronger safeguards against abuse and corruption.
