MARINDUQUE, Philippines — The Department of Social Welfare and Development (DSWD) Field Office MIMAROPA is intensifying its collaboration with local government units in Marinduque through Project LAWA and Project BINHI, initiatives designed to strengthen food and water security in the province.

In February 2026, a total of 350 slots were allocated across the municipalities of Buenavista (150), Santa Cruz (100), and Boac (100), providing critical support to local efforts in implementing sustainable agricultural and water management programs. Courtesy meetings held on February 18, 19, and 26 evaluated the results of prior implementation from 2024–2025, introduced updated social preparation requirements, and discussed next steps for the 2026 rollout.

A highlight of the program is the upcoming workshop “Planadong Sakahan, Matibay na Samahan”, which emphasizes leadership, organizational capacity, and collective action among beneficiaries. By fostering strong local collaboration and structured planning, the projects aim not only to provide immediate support but also to establish long-term resiliency in Marinduque communities.

While these programs show promise, they also raise broader questions about the sustainability of community-based development initiatives. Coordination and planning can build a solid foundation, but the true measure of success lies in whether communities can maintain food and water security independently over time. As Marinduque strengthens its local partnerships and invests in collective action, one question emerges: Can targeted government programs like Project LAWA and BINHI transform temporary support into enduring community resilience, or will external dependence limit their long-term impact?
