LUCENA CITY, Quezon — In a move aimed at strengthening market operations and vendor welfare, 21 vegetable stall owners at the Lucena Public Market officially received their lease contracts during a ceremony held on March 3 at the CMO Conference Room.

The contracts were personally handed over by Mayor Mark Alcala alongside Marianne Yap-Gallardo, signaling the local government’s commitment to supporting small business owners.

According to city officials, granting formalized stalls ensures safer and more secure tenancy for vendors. The initiative also aims to promote a more organized system, providing fair opportunities while easing the challenges of daily selling for market entrepreneurs.

“The formalization of vendor spaces is not just about legality; it’s about empowering livelihoods,” Mayor Alcala said during the event. “With clearly defined lease agreements, our vendors can plan their business operations more confidently, which ultimately benefits both sellers and consumers.”

The program is part of broader efforts to professionalize public market management, enhance services for shoppers, and ensure that market operations are transparent, organized, and legally compliant. By securing official contracts, vendors gain protection from arbitrary relocations or disputes over space, enabling them to focus on improving their businesses.

While formalizing vendor operations is widely seen as a positive step, it raises questions about inclusivity: Does formalization truly empower all market workers, or might it inadvertently marginalize smaller, informal vendors who struggle to meet contract requirements? As local governments modernize public markets, how can they balance regulation with supporting the diverse livelihoods of all vendors?
