Born on June 2, 1988, Stephanie "Phanie" Galan Teves-Wong hails from a family with a rich heritage of public service. Her upbringing in Muntinlupa, intertwined with strong ties to Naujan, Oriental Mindoro, instilled in her a profound understanding of community needs and the importance of dedicated leadership from a young age.

Academic Foundation in Governance

Vice Mayor Teves is not only a seasoned public servant but also a scholar of governance. She earned her Bachelor’s Degree in Entrepreneurial Management from San Beda College Alabang, followed by a Master’s in Public Management from the prestigious Ateneo School of Government. This robust academic background provides her with a comprehensive understanding of policy development, strategic planning, and effective public administration, forming the bedrock of her visionary leadership.

A Decade of Legislative Experience

At just 25 years old, Teves embarked on her public service career, securing a seat as City Councilor for Muntinlupa’s 1st District in 2013. She dedicated nine years, serving the maximum three consecutive terms until 2022. During this period, she distinguished herself as a dynamic legislator, chairing critical committees that shaped Muntinlupa's future.


Her significant contributions included leading the Committee on Education (2013–2019), where she spearheaded initiatives to improve educational access and quality. She also chaired the Committee on Public Information (2013–2016), advocating for greater transparency and citizen engagement. From 2019 to 2022, she served as Minority Floor Leader, demonstrating her ability to navigate complex legislative landscapes and articulate diverse perspectives. Her influence extended to key educational bodies, serving on the PLMun Board of Regents and the Local School Board, and playing a crucial role in the technical working group that established the esteemed Colegio de Muntinlupa (CDM).

Expanded Muntinlupa City Comprehensive Scholarship Program: Significantly broadened access to higher education for deserving Muntinlupeño youth.

PLMun Development Plan and “Iskolar ng Bayan” Program: Strategic initiatives to elevate Pamantasan ng Lungsod ng Muntinlupa (PLMun) and support its scholars.

Establishment of Colegio de Muntinlupa (CDM) and the “Iskolegio” Scholarship Program: A landmark achievement providing quality engineering and technological education within the city.

Her nine years of service were formally recognized and commended by the City Council in 2022, acknowledging her "effective and dedicated leadership" that profoundly impacted the city’s educational landscape and youth welfare. This commendation underscores her unwavering dedication and the tangible positive changes she brought about in the lives of her constituents.

Executive Experience Beyond Muntinlupa

Before her return to Muntinlupa's city-wide office, Vice Mayor Teves gained invaluable executive experience as the Municipal Administrator of Naujan, Oriental Mindoro, from 2023 to 2024. In this role, she oversaw critical local governance operations and spearheaded various development initiatives under Mayor Henry Joel Teves. This period broadened her administrative acumen, providing her with a holistic perspective on local government management and community development.
