MANILA, April 14, 2026 —Philippine immigration authorities have arrested another suspected fake Filipino, a Chinese national accused of misrepresenting himself as a local citizen using falsified documents. The arrest highlights ongoing government efforts to crack down on identity fraud and illegal immigration.

The Bureau of Immigration (BI) confirmed that its intelligence division apprehended Zhou Jianxiao, 35, in Barangay Malainin, Ibaan, Batangas on April 10. Zhou was allegedly using Philippine documents to pose as a Filipino, including a driver’s license under the alias Donny Flores Zhou, which falsely identified him as a Filipino national.

BI Intelligence Division Chief Fortunato Manahan Jr. said Zhou was discovered managing operations at a warehouse in Batangas. During the inspection, authorities also arrested three other Chinese nationals — Li Qican, Ji Jingui, and Chen Longlong — for various immigration violations, including overstaying and misrepresentation.

The arrests come amid heightened scrutiny of foreign nationals suspected of using fraudulent documents to gain local privileges. Officials stressed that identity fraud undermines national security and can be linked to wider criminal activities, including smuggling and illegal business operations.

The BI has been conducting intensified operations against foreigners misrepresenting themselves as Filipinos, following several recent cases involving counterfeit documents and false identities. Authorities said these arrests are part of a broader campaign to ensure that immigration laws are strictly enforced and violators are prosecuted.

“Foreign nationals who attempt to pass themselves off as Filipinos will be dealt with accordingly. We will not tolerate identity fraud and violations of our immigration laws,” Manahan emphasized.

The suspects are now facing deportation proceedings and possible criminal charges under Philippine law. The BI reiterated its call for vigilance, urging the public to report suspicious individuals who may be using fake identities.

This latest arrest underscores the government’s ongoing efforts to protect the integrity of Philippine citizenship and prevent abuses of the country’s immigration system. As authorities continue their crackdown, more cases of suspected fake Filipinos are expected to surface, reflecting the scale of the problem and the need for stronger enforcement.
