Robbed at the hospital: PhilHealth insiders accused of pocketing patients’ money

APRIL 14, 2026 — Private hospitals and PhilHealth are once again under fire after Ombudsman Jesus Crispin Remulla exposed a brazen kickback scheme that bleeds patients dry while insiders pocket the difference. This revelation hits hard in the Philippines, where healthcare costs already weigh heavily on ordinary families.
When Ombudsman Remulla went on DZRH’s “Executive Session,” he held nothing back. He laid bare how some private hospitals, in collusion with PhilHealth personnel, trick patients into paying cash for bills supposedly “not covered.” After patients settle amounts as high as ₱75,000, hospitals allegedly alter receipts to make it appear PhilHealth paid. The hospital keeps the legitimate portion — say ₱35,000 — while the rest is siphoned off as kickbacks.
“The (patients) cash will be ‘kickbacked.’ They will say the bill is not covered by PhilHealth,” Remulla said in Filipino.
This isn’t just about money — it’s about trust. Filipinos rely on PhilHealth as a lifeline, especially when medical emergencies strike. To discover that insiders may be gaming the system feels like betrayal.
Healthcare costs are already crushing. Remulla has also flagged “bloated expenses” in private hospitals, pointing out overpriced room rates and charges that far exceed PhilHealth subsidies.
So, essentially, patients are doubly victimized. First, they’re told coverage doesn’t apply. Then, their payments are manipulated to enrich schemers.
Accountability is urgent. Remulla is urging patients to file complaints so hospitals and PhilHealth personnel can be sued if falsification is proven.
This scandal isn’t isolated — it echoes past controversies that have plagued PhilHealth. Each time, public outrage flares, but reforms stall. The question now is whether Filipinos will demand systemic change or let this fade into another forgotten headline.
Healthcare should be about healing, not hustling. If hospitals and PhilHealth can’t guarantee transparency, how can we trust that our hard-earned contributions are safe?
