APRIL 24, 2026 — Starting next week, the MMDA will roll out its expanded no-contact apprehension policy (NCAP) against littering in Metro Manila, using AI-powered cameras to catch violators and issue fines ranging from ₱500 to ₱2,000. This move is part of a broader campaign to instill discipline and reduce the 7,000 tons of garbage collected annually from creeks across the metropolis.

The Metropolitan Manila Development Authority (MMDA) announced that beginning next week, anti-littering ordinances will be enforced under the expanded NCAP system. 

General Manager Nicolas Torre III explained that around 450 AI-powered cameras are already stationed across Metro Manila, programmed to detect improper waste disposal 24/7. Once a violation is flagged, MMDA personnel will review the footage, coordinate with barangays, and issue environmental tickets with corresponding fines.

Torre emphasized, “If you are a law-abiding citizen, you don’t have anything to worry about. But if you commit a violation, rest assured that there will be consequences.”

Metro Manila’s garbage problem is not just about dirty streets — it’s about flooding, public health, and civic responsibility. The MMDA reports collecting 7,000 tons of waste from creeks every year, much of it dumped illegally. This trash clogs waterways, worsens flooding during the rainy season, and contributes to respiratory hazards when burned.

By extending NCAP beyond traffic violations, the MMDA hopes to instill discipline at the grassroots level. 

Barangay officials often struggle to enforce anti-littering laws consistently, as violators tend to dump waste when enforcers aren’t around. AI cameras, Torre argues, will make enforcement “uniform and consistent.”

This initiative ties into the MMDA’s “Yes to Ayos” campaign, which promotes cleaner surroundings and safer neighborhoods. It’s a reminder that discipline in waste disposal is not just about avoiding fines but about building a livable Metro Manila.

For most Pinoys, this means a shift in daily habits: no more casually tossing candy wrappers out of jeepneys, no more dumping trash by creeks at night. The cameras won’t blink, and the barangay will know.
