October 29, 2025 - Inirekomenda ng Independent Commission for Infrastructure (ICI) ang pagsasampa ng mga kasong kriminal at administratibo laban kina Senador Joel Villanueva, Senador Jinggoy Estrada, at dating Ako Bicol Representative Elizaldy “Zaldy” Co, kaugnay ng umano’y maanomalyang flood control projects sa Bulacan at iba pang rehiyon.

Sa isang press conference nitong Miyerkules, Oktubre 29, sinabi ni ICI Chairman Andres Reyes Jr. na ang rekomendasyon ay isinampa sa Office of the Ombudsman matapos ang dalawang buwang imbestigasyon ng komisyon. 

“Based on the testimonies and narrations of witnesses, the scheme starts from the proponent—either a senator or a member of the House of Representatives—who identifies a flood control project and facilitates its inclusion in the national budget,” ani Reyes.

Bukod sa tatlong mambabatas, kasama rin sa rekomendasyon ang dating Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo, Commission on Audit (COA) Commissioner Mario Lipana, at dating Caloocan Representative Mary Mitzi “Mitch” Cajayon-Uy.

Ayon sa ICI, posibleng lumabag ang mga opisyal sa mga probisyon ng Revised Penal Code kaugnay ng direct and indirect bribery, corruption of public officials, at plunder. “The commission finds sufficient grounds to recommend the filing of plunder charges under Republic Act 7080,” dagdag ni Reyes.

Ang imbestigasyon ay nagsimula noong Setyembre 19, 2025, matapos lumabas ang mga ulat ng “ghost projects” at kickback schemes sa ilalim ng Bulacan First Engineering Office. Ayon sa mga testigo, may mga proyekto umanong pinondohan ngunit hindi isinagawa, habang ang mga kontrata ay ibinibigay sa mga kumpanyang konektado sa mga opisyal.

“This is not just about missing funds. This is about a systemic abuse of public infrastructure for personal gain,” giit ni Reyes.

Sa ngayon, hinihintay pa ang tugon ng Office of the Ombudsman kung itutuloy ang pagsasampa ng kaso. Wala pang pahayag mula sa mga nasasangkot na opisyal.
